Jane, Dianne, and Deb, please accept my condolences on your loss. I was saddened to see that Ray had passed. Ray was the master of community meetings and I can honestly say he made me a better policeman. We were a team, Ray, Detective Sgt.Lenny Marquart and myself. Everyone loved him and his story telling was unmatched. When the police department needed someone to talk to an angry community the Police Commissioner would yell, “get me Ray Lowney”. He was the magic man. He will be missed and forever remembered.

Ray was my father in law and dear friend for many years. I enjoyed his lame jokes, keen wit and guidance. I will forever admire his ability to sense those in need of a friend or wanting of comfort. He had the ability to make us each feel special in his own special way. I love you Ray.
